Well as he's sitting there content (ish) I doubt he's bothered by it, I read in the US backseat can still be rather lax, law or not so even the girl in the front probably won't bother if she was there I bet, heck I bet she loves sitting on her knees, chest against the backrest looking out the rear window.
But yeah, it's not funny (I may get light about it for satire) and it's quite strict in New Zealand for the most part.

Also depends on where you are in the US. Where I live our cops will give tickets if you are going 4 mph over the speed limit. Most of them are nice but very strict.
