It all started with Black Lightning. But his rights were owned by his creator, not DC, so things got complicated from there.
He had a replacement in Black Vulcan of the Super Friends, but that was short lived. Then during the DC Animated Universe, there was an homage to Black Vulcan called Juice, but there was also Static (a character in DC's Milestones imprint) that was trained by Soul Power, another homage to Black Lightning since DC still couldn't use him (plus he has a sidekick named Sparky with similar powers).
And just to add to the confusion, Static served as an homage of Black Vulcan in Young Justice's homage to the Super Friends.
