A C4D is simply a render created inside of the 3D graphics program Cinema 4D.
The program is expensive but many users including myself create abstract render packs that you can download.

Cannot remember but from the looks of things is looks like a chalk brush. (Default photoshop)
Then played around with brush settings, including the rotation and the amount.
