Flam and Capper were actually very close to each other. Once they met, their relationship flourished rather quickly.
They roamed freely throughout Equestria, and the neighboring countries, selling snake-oil to random fools.

Poppy was a mistake, but a welcome one.
The boys are guilty of using their charming daughter to win over boys, but only if she is willing.
They're scoundrels, but they still have morals

Once she came of age, Poppy left her fathers' home, and moved to PonyVille.
The ponies in that town have been rumored to be more emotionally vulnerable than other cities, so their the perfect target audience.

They're looking for something new?
Well, Poppy is looking to give them a performance they'll never forget.
