What I truely dislike is that they made him look sinister.
That's not his character at all. Ripto was made to look not intimidating at all because he's the pipsqueak dinosaur. His sinister character comes from his intellect and how he conducted himself. I feel like Activision turned his personality on its head, making him look sinister and not actually be sinister; just a ball of unending rage.

I am one of the many who love his new design, but I also got the impression that his personality had changed just a tad bit in the Reignited Trilogy. For me, I think the change of personality was in his voice. Though portrayed by the same voice actor, he didn't deliver the character of Ripto the same way as he did 20 years ago.
I saw the exact same cutscene used in a video on YouTube, but that's the scene where it finally dawned on me too: The scene before Gulp boss fight, where Ripto says: "You singed my cape! Dragon you are really starting to get on my nerves!" In the 90's he had more deepness in his voice, which made it sound like Spyro had not simply just singed his cape, but Ripto felt as it was a personal attack against his ego, too. In the Reignited he sounds like just an angry man who is constantly pestered by Spyro. It makes it sound like Ripto never really cared if Spyro even was there, and that's a huge change to his character arc, because Spyro is supposed to be the only thing threatening his dictatorship over Avalar.
I'm not saying Gregg Berger did poor job giving his voice to Ripto, and there might be the fact that since he too is 20 years older now, he just can't get that low with his voice anymore. I still love Ripto as a character to bits and couldn't be happier that it was Gregg who wanted to voice the character again. If it was anyone else, I think our Ripto would be even more different than he is already with his new amazing design.

Yeah, but I don't think vocal tone was the issue.
What I felt like was missing is any low points in Ripto's temperament. What I mean by that is that he was on a constant streak of bad temperament, whereas in the original he had some quiet moments. He wasn't always growling and yelling and trying to sound evilly intimidating. In the original, he seemed to be able to keep himself at a relative state of calm, despite his short fuse. All of that added to his intimidating personality, that being he had a good level of self control and level headedness, key weapons for an enemy who relies on their brains to carry out their evil schemes.
I do think 20-years-later-Gregg Berger did make it a bit of an issue though. I've seen reboots or sequels of other shows where they bring voice actors back from 20–40 years back, and they just don't deliver the same performance.
Tbh, I think they messed up on Ripto like they did with Dr. Neo Cortex and Dr. N. Gin from Crash Bandicoot. While, they made Ripto all angry, they made the doctors all insane.

It really might be bit of an issue when people start remastering classic games from so many years back. Both Crash and Spyro games had very simple and blocky bases for their characters, which didn't allow much work to be done with the expressions. And expressions are such a vital thing when we figure out other people's and in this case characters' emotions. In the 90's, Ripto's eyes were angry all the time, Elora had a very basic expression throughout the game no matter how angry or thrilled she was, same with Moneybags. It left more room for imagination to figure out the characters, and I guess that's the little thing that breaks the nostalgia a bit. It just can't feel the same as in our childhood since our images might vary on the characters, if not much but at least a little.
