Ok, so I've been getting a lot of questions about how to achieve this effect.
The program this was created in is Adobe After Effects. Additionally, you need to have a plugin called Trapcode Form
I'm actually an AE newbie and right now all I'm really doing is finding tutorials online to help me learn the program. This effects is built on an earlier tutorial. Here are the links:

Obviously I have modified the tutorials to suit my purpose.
Since I am an AE noob, I will also direct interested people to a friend of mine here on dA who also uses AE and is an all around amazing artist.

how do u upload videos to devianart? i try an i use after effects in class and it wont work x-x

You can't upload normal video formats to dA unless you sign up with dA to be allowed to.
However, there are several ways you can get around this.
1. dA allows you to upload animated gifs - the piece you commented on is an animated gif, for example.
2. dA also allows you to upload SWF files. An SWF file can have a video embedded in it. There are several websites that do online video conversion if you don't have a media encoder. You can just upload your video, select SWF as an output, and download the new video when it is done converting.

how the swirls create the logo, absolutely cool!
reminds me a bit of the Eurovision song contest 2010's animations, where they worked with many many little lights which flew in swirls around
