Probably one of the older Champions on the eastern coast, Owen here is all about the wilderness, and probably cares more about the Pokemon of his State than its people. Given the makeup of Sylvinnia, half modern citizens and half members of the east coast Tribes, modern half of the population is not thrilled with his preference.
