*snicker* It's called the "Galactic Line". In places where you can see the stars clearly, you can see that line. Basically... it's not the "center" of the galaxy exactly, but more like a central band where there is a greater density of stars, hence why its more visible. Where I live, we have always been able to see it on clear nights, especially if you go to the top of the ridge-lines around here.
Hope that helped. I would honestly expect Sans to know this actually, since most people head-cannon him as really into stars and astronomy. So if anything, I could see Frisk asking him the question instead.
