OKAY.I am... SO sorry that took SO DANG LONG. D: Srs. But now, as of yesterday, school is over, so I think I'll be a lot quicker now. But I still can't apologize enough for how long it took for me to get this done. Honest, I'm gonna try to not let it happen again. Sorry. D:
But I digress... This is $6 commission for the fabulous of her funtastic character Chigau. She's a lot of fun to draw; I have oodles of doodles of her in my sketchbook now. xD

For lineart, I enlarge the image to about 5x the size, then ink it with the brush tool, and then shrink it back to it's original size, and for shading I just use the pen tool to make the vector paths which I fill in :3

I dunno... xD I don't use PS elements personally, but the same method I use in CS might work... You just draw the sketch, enlarge it to a couple times it's size, ink it, and then shrink it back down to original size. Nothing tricky :3
