I think it was suppose to be like most Kevlar armor. A glancing blow wouldn't do it, you had to hit it straight on the mark. Probably Zedd putties usually overtook the enemy before they could discover this.

Indeed. This is actually demonstrated during the fights, along with them doing their best to block and dodge blows to the Z-emblem.
Also, it makes them closer to Jewish golems - they're defeated by striking the symbols that give them power. It's part of the "Zedd is ambiguously Jewish" thing.

Those are actually codpieces under the costume. When filming stunts like we see in PR it's all too likely someone will accidentally get kicked in the groin.

He wanted more expressive baddies. Plus I think the Putties look better and the Z-Putties tie into Zedd being Rita's boss and the "Zedd is ambiguously Jewish" thing.

It's a bit of a subtle joke by the producers (Who are themselves Jewish, so it's tongue-in-cheek and not malicious). Some of Zedd's mannerisms and designs, as well as a few lines suggest that he might be Jewish. Watch the way he acts at the wedding right after he and Rita are proclaimed married, and listen to the party music for an example.

I think Zedd made it so the Z-Putties could ONLY be defeated by hitting the target, otherwise they kept getting back up. It's still a poor design choice.

Bingo, that was the only way to defeat the Z Putties. In the episode where Zedd used the rock of time to turn the rangers into kids the Z putties hit rock bottem when the kids figured out that hitting the z killed them. Beaten by a bunch of rug rats.

Yeah, that episode was not a good one for the forces of evil; Z-Putties beaten by kids, Rock of Time monster guardians go flattened in five minutes, and the camera monster getting it's ass kicked by ALPHA 5, of all people! And then Zedd would try time travel again, and that time, it almost worked.

To be fair, they had increased strength and stamina, and could fight for longer than Rita's putties...provided, of course, they could protect the Z-badge...
