There is a Masking feature to the Details menu
You select the amount of sharpening you want
Then you hit "ALT" the photo becomes pure white(Temporarily) and as you move the Masking Slider over the areas of greater contrast in the shot become black showing you the sections of the photo that are sharpened,leaving up to 90%+ of the shot unaffected and the areas you selected are the only ones sharpened

That is possible yes
It has a graduated filter that can be used more than once to edit specific parts and apply a number of editting features to any one area(Exposure,saturation,clarity,Brightness,fill light etc)
