I think you are confusing the head with the hair. Her head is correctly proportional to his other illustrations, about 7.5-8 heads tall. The difference is he is now employing a fan blown technique that began in the mid 1980s. Turner used this a lot on his earlier works. I think it makes the eyes more drawn away from her butt.

If I go from the bottom of her chin to just above her hair line as 1 head measurment I'm only getting about 5 heads even if I add in forshortening for another head length that still only puts her at six. This is arguement for the sake of arguement though since I'm really digging this, not to mention the nostalgia factor that this has drummed up for me.
