Hitting a bully back doesn't make you a bully yourself. It shows them that they don't have power over you.
As a former victim myself, I can tell you that the whole "tell an adult" thing does nothing.

There's nothing wrong about standing up to a bully.
The only way to let them know they have no power over you is to fight back.
Telling an adult never works.

But getting even with an oppressor that they did nothing towards doesn't make them as bad.
Granted if they had gotten a taste of the feeling of having power over others and ran with it, THAT would make them bullies.
But Babs in this case deserved no sympathy and certainly no apology. The CMC had nothing to be sorry for.

Personally, I think it would've been better if they'd actually allowed their plan to go through. And after Babs climbs out the wreckage, the CMC simply state, "Now we're even."
This would lead Applejack to discover what Babs had done and how she'd spat at the girls' kindness for no reason, forcing her to send Babs home in shame.
Before she leaves, Babs attempts to give some half hearted apology, only for the CMC to fire back saying that they hate her and never want to see her again.
This would be a major turning point in Babs' life, and once she gets back to Manehatten, she begins to both stand up for herself, and use her skills to defend others. This will lead to her making actual friends, and hopefully one day make amends with the CMC.
I'd imagine the CMC would be conflicted on this too. In a sense of, "Yeah, we meant what we said and we wouldn't take it back... but it felt... wrong... like we could've handled it better.

One of the most backwards and dangerous messages in the show.
If a bully hits you, you hit them back.
Stand up against an oppressor doesn't make you worse or even put you on the same level as them, it proves that you won't allow yourself to be pushed around.
