The proportions are a little weird. Her head is too big and she looks kinda short. I do like the background, though.

You've got her expression really well here, and the water/background look great!
Also I like how you draw people - they don't look too ridiculously skinny, they're all kinda chubby which is really cute

And thank you! I don't really try to make the look chubby, I just figure that they're teens, and teens still have a bit of their baby fat in their faces. (That, and they're going to have at least some muscle mass with the amount of exercise they do, which would make them bigger. Does that make sense?)

Yeah ya it does ^_^ I just noticed that often people draw Katara as really skinny like a fashion model or something, and I don't think it suits her so I was glad to see someone drawing her more realistically

Well, she was a bit thin in the show, but she was only 14, and she probably wasn't eating as much as she should have been. Even then though, she wasn't super skinny, she was just fit.
