To be fair, Shin Goji is apparently supposed to go back the early Godzilla's roots, when Godzilla was supposed to be terrifying, ugly and being an allegory for the nuclear bomb. Shin Goji's skin is supposed to best simulate what the skin on dead corpses at the bomb site of Hiroshima and Nagasaki.
