Pretty damn cool man, loved to see this in one of the Borderlands franchise though...
That's up to them. It's because the spacy and dead area together with the technology and finely shaped landscape, though strange and somewhat almost impossibly natural fits it's scheme very well.
I like the area. Gives you the feeling of calm before the storm, and of hope.
That last part probably because of the lighting above.

I'm just a bit confused about the wave. Is it exactly as high as the cliff? Because the top of the wave ends with the top of the cliff, I see it more like a glacier. Other than that, I love the color and the texture. Nicely done.

Look at the top right...I think the wave is coming from somewhere higher, travelling along the side of the cliff (no idea how it isn't falling off along it) then coming down on the left side.
