I used acrylic paint--I'm not at home right now so I don't remember the brand but you can use any run-of-the-mill craft paint at Joann's. Just make sure you have a nice broad brush. (Airbrushing would actually probably be more effective, but if you're cheap like me, craft paint works just fine and gives it that old, textured look.)

I mixed together green, yellow, brown, and both white and black to take away saturation, to make about two or three different shades of green. One was slightly darker than the fabric to add texture, and the other two were a lot darker and a lot lighter to add contour. Painting dark green on the insides of the eyes and the underside of the jaw, for instance, added a lot more tone to it.
The ears are kept up with dowel rods about 1/4" thick. You can see them in the photo, they're painted silver to look like an actual part of the endoskeleton.
The teeth are made of glow-in-the-dark Sculpey clay.
The wires can be bought at just about any hardware store. I bought mine at my local Ace Hardware store for about 15 cents a foot.

I honestly don't know. I usually only worked on it a couple hours a night since I work full-time, and I frequently took breaks to check facebook/get snacks. Overall on that schedule though I think it took about a month. And yeah the materials are pretty cheap, which is nice.

I made a crude frame out of foamcore and built it up and sculpted it from upholstery foam. You really don't need much, just foamcore, upholstery foam, scissors, and hot glue, all stuff that can be found at Joann's.

I would recommend you look into fursuiting methods, particularly making foam heads--I ended up looking up tutorials when I was building Foxy, came in very handy.
