Ahh that used to happen to me too! It's because your resolution is too high that the icon size is so humongous. Usually I keep the resolution high for non-pixel art, and when I make pixel art, I drastically lower the resolution. If you use paint tool Sai to make the layers, I drop the resolution from 300-200 to 50 (: !
