Artiodactyls that wanted to be fish really hard.
Worse yet, the strap-toothed whale whose skull I linked to has those tusks grow over their upper jaws so the males can't properly open their mouths any more.
Well, the elbows are kind of my style and the posture was more based on lizards, but I can see where you come from. Not a bad thing indeed, adding traits of the biggest monster of all.

Yes, with my own horrible brand of rig, where bones are not replaced by custom shapes and deformation bones are named after actual bones.

It was based on whales and the depiction of a hydra in a painting I have lying around in my archives.
