I haven't noticed the same arm tat. as Jin on Shin's arm, but, it's covered up so it must be a bigger tat. or mark, it's known both Kazuya and Jin are after him, so yes, he must have some Devil gene on his blood. I don't think it's Jin's brother, Namco wouldn't give him this name if he was a Kazama or a Mishima. You know what I mean, they would name his after a robot, or just a single code name. I look forward to find all that shit out.
