To be honest, it looks like a female house sparrow to me. I looked up the California Towhee and the markings on the wings don't match.

From the look of the photo it's a ruffled looking California towhee. They're this sort of medium-sized finch-beaked tan-colored bird. 0_0 ... That's... like half the world's birds, but I swear that I'm probably more informed than most people on identifying the inscrutable differences between them.
What's strange is that I have the patience to stare at birds all day but not to do pointillism.
