It's the twin Powerpuff Girls Banshee and Siryn done with an anime twist to their appearance! Though they were created by HIM, the two turned out to be good! Bubbles would save them from HIM's attempt at destroying his "failed" creations, and the two lived together in a faraway land where their "father" would not find them. They would later return to Townsville after HIM came after them, only to suffer a humiliating defeat at the hands of that land's defenders.
