I have an Android and I found two free apps that may be of use to you.

Sketch by Sony in the Playstore, and something called background eraser.

I turned an Umbreon base from icon:LuxrayBlast:icon into Ralsei from Deltarune (Haven't shared it yet, I'm trying to share older stuff first!) by just erasing a few things here and there, adding some stuff, and presto!

An Umbreon is now a goat monster! 🐐

All you really need is the two apps, your finger, and a phone!😊
