Purebred Dragons are a rarer sight in the world than even Talnisians, however their traits make them easy to point out. Unlike a typical dragon, Purebreds are commonly known for their horns and black sclera (the black of the eye)."Purebreds are said to live for centuries at a time mostly in solitude. In turn their offspring make up a good portion of their population. Many typical dragons (mixed breeds) like Saraya and Flare are uncertain where their dragon genetics come from, creating the idea that Purebreds have the ability of mind control, being able to alter thoughts and memories. Generally the non-dragon parents claim that they do not remember their mate...."

well depending on the dragon, they can be covered with certain color scales
on their arms, legs up to their hips, probably more horns, longer wings an tail.

Depending on my mood at the time, music, a certian game that I remember, reclying ideas from unused OC, etc.
In this particular case, the swords and boots were inspired from Nier. The tiny skirt came from Ashe's outfit in FFXII.
The wings started off as just bones from a badass tattoo I saw, but I added on the melted, heated flesh from my own thoughts as well as the horns and the rest of the outfit.

Depending on the person, they might remember fragments. And they can't completly wipe all of their memories, just recent things they don't want said person to remember.
