i love the ability idea, i have an idea for a move that could fit with it really well
here is what i'd do with mega raikou
hp: 90
atk: 85
def: 95
spa:145
spd: 110
spe: 145
and give it a move called alternating current
electric power 25 acc 100 hits 2-5 times
with that every successful hit lowers the opponent's spdef so it would be kind of like power up punch on mega kanga, this thing would be immune to stall
