I might have over seen it but what program do you use?

And one last question. How do you add the pink/purple lens effect?

purple pink effect can be achieve by filter lens correction
other way is to separate it by selection color and tweak it, add some blend to it layer
there are many ways to create such thing like this image, each artist got their own trick
just play around with brush and layer color blend, and have fun

May I ask what brush settings and/or filters did you use to achieve such colors? It doesn't look 100% default brush painting to me

good question, most of it are flat brush,hard one, and heavy lens correction filter, i did it in multiple times, so the result is underwatery, and for more visible impact on lens correction start the image size lower, like 30 - 70 dpi
