She is a teacher in the Equestria Girls comic that shows how Sunset Shimmer ended up in the human world after she failed as Princess Celestia's student. Β 

They even had a human version of Babs Seed (Applejack and Apple Bloom's cousin).

Ms. Harshwhinny was also an official at the Equestria Games, trying to get Spike aka Mr. The Dragon to light the torch.

30ish is a bit too young for Ms. Harshwhinny's character, so I didn't really nail the age likeness so well. Your age rangeΒ sounds about right. Thank you for the feedback
