If you look into early development, they wanted a spy flick with anthromorphic animals. The first was Nick but wanting to try another they created the earliest design of Judy. For some reason John Lasseter has an interest in spy flicks that you can see in nearly every film he's written or produced.

Disney got as far as starting to animate it before they realized that version of Zootopia was way, WAY too noir. That plot is downright Blade Runner dark.

It is so cool how this comic ties into the original idea for the movie. The funny thing is they kept that location "the abandoned warehouse" in the background of the movie. In the seen where they make up under the bridge, you can see that warehouse in the back even though it is only for a split second. That seen had the single "most expensive backdrop in Disney animation history."
