I was thinking Pein might be Naruto's uncle...His mother was from the "former land of whirlpool", Pein has these wierd swirly eyes, maybe thats her brother who moved somewhere else after the whirlpool ninja's disbanded? Just a theory.

And Naruto's mother also had red hair, and really, Pein's hair color is basically what we'd consider red hair...

Pain can't be Naruto's brother because the 4 only had one son. This character looks like a ninja Kakashi and Obito fought in his past (during a Gaiden).

Very clean. My only question is why the use of the blur? Is his forearm supposed to be moving? If so, you might have wanted to use a subtle motion blur with some slight speedlines perhaps... Otherwise, the only other reason I could see a use for the blur would be for foreshortening, which I don't think the perspective is dynamic enough for.
Other than that, piece looks great and I like the white silhouette in the background to give it that pop art funk.
