oooohhhh well.. once i did the lines and colouring, the Background layer had the multicolour BG that i did and then i got a layer over the BG layer and below the line and colour layer. So i used the second to last layer and coloured it black so the BG is covered by black and then rub out parts to see the Rainbow colour and then blur the black, and then.. Va-la! Done
