Amm don't you know how to animate a sprite??
You must do different frames (sprites) of the pokemon doing something and then you must have a program (I have one but I don't remember it name! >_<) and put the frames in order, and then you can save it in ".gif"

^_^ I use Image Ready... is simple, you do the sprites on PS or Paint and then you load them in Image ready, next you only put them in order and voila :3

-Gif movie Gear
-Photoshop
-Gifworks
-Microsoft Gif Animator
-Animation Shop
...
