Depends. Niju has the body advantage, but Steele is not a pushover. Although, between the two, I'd side with Niju solely on the principle that, while he is an asshole, he was at least something of an anti-villain (given that his villainy was prompted by a fear of change and that he wanted his pack to survive). And the whole "Niju didn't almost condemn a bunch of children to die because his ego was bruised" thing.

To be honest, it's not so much that I don't like it, as it is that it doesn't make a lot of sense to me. Admittedly, a lot of that comes from how they barely interacted (due to the film failing to incorporate Nava, Niju, and their pack a lot earlier to where it'd benefit the plot), as well as Niju's...well, rather temperamental demeanor. (Not to mention the...err, infamous screenshot.)
But I can see that rationale. Of course, it seems a lot of people either go for a route where one is rendered out of character, or they...ugh...again, because of that damn screenshot.

Alright, might give it a look. But, to be honest, I'm not too big on Balto shipping materials (because of things like people fighting over who Kodi should be with, and the disturbing number of incestuous pairings, that sorta thing). But, hey, if it works, it works.
As for Niju himself, I felt that while he represented an interesting concept (villainy driven by fear of change and loss), he...was not that great of a character. Then again, as noted, a lot of that had to do with how underdeveloped a lot of the characters introduced in Wolf Quest were.

No kidding. The disputes with Kodi, Dusty, Kirby, and Ralph, for starters, and how sad that can get. (Such as one fanfic I came across that shipped Kodi/Kirby and utterly demonized Dusty to justify the pairing...despite that Dusty never shows anything that could be constituted as romantic interest in Kodi in canon.)

Yeah, I normally prefer to picture Kodi as a bisexual to avoid that. I heard that the directors of the third film confirmed that Dusty and Ralph were an actual couple. It's funny how there's only three confirmed couples in the movies.

Balto/Jenna, Dusty/Ralph, and...what was the other one? And, eh, the closest I've come to shipping Kodi was in a massive anthro crossover concept (had several Balto characters, natch) where he bonded with TMNT's Alopex. Then again, I made a Dusty/Ralph a canonical couple in that to settle the damn disputes if I ever got around to writing these ideas.
That's just a pet peeve of mine, where a good character is utterly demonized for the sake of making something like a pairing look good. Especially when it's a character who, going by canon, barely or never was even a threat to the pairing to begin with. (Like an annoying number of A&O fics I came across where Garth was made into an utter bastard to justify Humphrey/Kate...often in ways that make me question if they even saw the movie.)

I don't see why people make Garth a complete monster if in Canon he's interested in Lilly. Honestly, I'm okay with both the Kodi/Kirby and Kodi/Kirby as long as they don't make any of the characters a jackass. Why people demonize characters is beyond me (aside from the fact that they may not like the character).
It's one of the reasons I'm not a fan of AU fanfics.

Oh, right. I forgot about that one because I share the fandom's contempt for Stella.
It has to do with a mental approach of some shippers wherein they have to make some kind of justification, usually by making an asinine foil like that. That, and sometimes it's a case where the author just plain hates the character and demonizes them, even if, again, they never were a (real) threat to their OTP to begin with.

Yeah, to be honest she has to be one of my least favorite characters.
I know some fans who aren't fans of Garth but they don't even say that he's a horrible character. The closest Garth was to be I.g a threat was when he was engaged to Kate in the beginning.
Like you said, fans will always do unnecessary. There are fanfics where Kodi tells his father he's gay and Balto will suddenly disown Kodi for no reason at all. Those kinds of fanfics piss me offย ย

Honestly, Stella was just a pointless character. But, as I've said before, the sequels were pretty flawed.
Eh, some of those are just going for cheap drama. After all, what way to have your coming out story be more conflicted than to have a parent suddenly turn homophobe?

It just seems WAY out of character for a nice character like Balto to be like that. I think Balto has the worst shipping fan base I've seen.
BTW, what fanbase in your opinion has the most benign shipping views (or is the closest to being being)?

I honestly would not know. But I will say that the Balto fanbase utterly pales in terms of shipping disputes and issues compared to, say, the Sonic and MLP fanbases (both of which I am part of, to a degree).

Just the voracious ones. Most aren't that bad. And, hell, even I can be weird when it comes to shipping. After all, I kinda like the idea of Dixie and Steele as a pairing-although I know it'd never work. I'm not sure why, either.

Well like in the case of AleuXNiju, Dixie/Steele can help give character development to both canines. Though I prefer shipping her with Star.
I like to do a lot of shipping. I myself love to ship Gerta and Carface from ADGTH. I even ship Red and Belladonna as well as Annabelle and Lance.

It can be interpreted as such. There is a part in her villain song, "Take the Easy Way", where she wags her ass suggestively at him. However, the series made it clear(er) that her main objective with Charlie was the thrill of corrupting him to get at Annabelle. So, it's hard to say, honestly. But at times, I get the feeling both cousins have something of a thing for him.
