Cloud: (says sarcastically) "Where did you get your dress Sephiroth?"Sephiroth: "I bought it at Ross, Dress for Less."
This is the sequel to the Cloud's Dress picture. See Sephiroth is actually willing to tell Cloud where he goes shopping. Ross is a clothing store where you can buy discount clothing. So in other words Sephiroth is a cheap ass. But he's stylish.
