According to legend Blizzard was supposed to get the license to do both WARHAMMER and WARHAMMER 40,000 games. Negotiations went sour, but not before they had done a lot of programming. Blizzard just filed the serial numbers off and called 'em WARCRAFT and STARCRAFT.
