In the US currently it does. There have been a lot of police shootings of young black men lately. And protests and riots in retaliation because some pf them have been outright murder of unarmed victims. Many aren't justified shootings. Police have a tough job but judging from the recent tragedies they certainly need to be trained on how to handle life in the streets of America's cities.

That system works well when the "criminals" are more or less unarmed too. In the States almost everyone has a gun. So it would be unfair to send police out into the streets with just a bobby stick against Uzi's. But I think they should use rubber bullets or Taser stun guns. These would immobilize the "suspect" but not kill them or seriously injure them. Once handcuffed, arrested and brought back to the station the whole thing could be sorted out without any lose of life or public outcry for a federal inquiry of the state's police department's actions.
