yeah i love bright colors so this was pretty fun!!
i used a handful of different brushes, the only one i can remember where i got it is the first brush in this pack;Β 3 Ink Brushes for Photoshop
then near the end of the picture i used photoshop's filters to apply a 'mosaic tile' filter, along with a 'rough pastels' filter on the background
filters are definitely your friend if you can use them thoughtfully!! :3c
