The reason as to why she's afraid of dogs is because when her powers came at the age of eight she accidentally hugged her dog too tight, snapping his neck. So it's not a fear of dogs but the fear of hurting them. She gets antsy whenever she's near one because of this. She also fears that one day she might do this to a person but it's less likely to happen now.
Backstory:
Some people get confused as to why she doesn't consider herself African American; well this is because she's actually from Japan and has no known ancestors from America. Even though she lives in America now she still doesn't refer to herself as such and says it's a 'respect' thing. Nobody really understands how she got her powers if the energy fields were in America but then again no one really questions it. Some think it was her American relative that came to visit after the shields went down. The big move happened after she got her powers and she misses her sweet little home in Japan with all her heart. She's thankful that Speck is country based since that's more to what she's used to.
Her dads encouraged her to enroll to Speck since they wanted her to start off small. Blue Ruse at first had no intention of being a hero and preferred helping out on the streets casually. Eventually she agreed and applied and was accepted later on. Her power also gives her denser skin but not by much, but overall she is a power house which Speck quickly agreed to having. Since Speck was made for people with powers deemed lesser or bizarre, having a student with classic power to one of the faces of the school was a god send. Sure hovering in one direction is a fine power but in order to be taken seriously as a school you need to have students with respectable powers. Now she's simply preparing help take down the Diabolical Dozen along with the Hedonist for being a gross person in general.
