Description I like fetish fuel Batman villains. Sue me!

Inque is from Batman Beyond, one of the more recognisable villains from the show, and my favourite of the many bad guys the show has to offer. The idea is she's emerging from a vat of mutagen(?) that stabilises her. As seen in the show.
