the cities many intricacies might seem chaotic on the surface but from the vantage point if the ruling magistrate the tapestry being woven makes perfect sense even if the fringes are more tatty than desired...as long as commerce flows in and out without disruptions and the merchants and guilds are dealt with in a reasonable manner there will be peace...otherwise the residents will have nothing else to do but riot in the street which always lowers property values...and that is simply unacceptable
