Yeah so I didn't feel like finishing up ANY of the WIPs I had started and just made a brand new pic. I AM SO GOOD AT THIS.

dude that was tough to figure out but not to do (aka everything in photoshop).
A: Make a brush that has a scatter to it (slightly)
B: do a few jaggedy iterations of it with varying opacity and thickness
C: Duplicate layer and make it 60% opacity, gauss blur.
