Unfortunately its not released in North America (though i certainly do hope it will be in the future!) At the moment it is only available in Japan as a PC Game.
Though i have found a manga of Lamento, but i think it was discontinued partway because i only found the first chapter of it. (And i heard the company went bankrupt at one point)
