my guess would be the varying opacity and different brushes from Photoshop? idk but its gorgeous.

I think that's definitely a part of it, but they got the rough canvas-y texture on point. And I'm not sure if it's just overlayed brushes or not, or an individual brush that they painted with. I've wanted to replicate a similar method but I haven't found a suitable technique.
