This drawing is amazing, especially the background! But I see a lot of problems with the girl.

First of all, the wings. They are ... I'm sorry to say this but they are terrible. I suggest you take references to make them. The way you drew them is pretty much just wrong.

Second of all, the shoulders, I think they are a bit too sloppy, maybe bring them a bit higher? Also, the arm came out fine but I think you need to work on it a little more.

Third is the hair physics. I must say, you have made the hair pretty well but its physics are incorrect. Look at where the wings are coming out from. Looks weird doesn't it? Either the placement of the wings are incorrect, or you should have the hair overlapping them a bit. Drawing the wings over the hair is incorrect. The wings first must have an area from where they are coming out, then the hair should be overlapping it a little. The hair should be separated by the wings, a little to the right of one wing, a little to the left of another wing, and a chunk of hair in the middle (Sorry I'm bad at explaining things like this XD)

Fourth of all, there is this little blue line thingy on top of one of the wings, either you forgot to erase that (Which I completely understand XD) Or maybe you were trying to make it look like rain is falling on her. In the second case, you need to show the rain falling over both the wings, on her head, her shoulders, you need to make the dress a little wet, the hair looks fine tho. Just having rain falling over one wing looks really shabby.
