Nopes! He;s not dead actually! There was small segments in the manga that were a small story of CP9 escaping Enies Lobby, and they's trying to save Rob Lucci from dying. Kaku ish alive!

It's kinda hard to tell without dialogue, but from the looks of it he might have authorized the marines to attack the island where CP9 agents are trained. Not quite sure why, though.
