Wow!!! O_O cool picture of Forte (or Bass as we call him here)!!!The background is great, but you can do it better! n_~, and also you could make a darker shadow in the feet and maybe in the ears!(the orange things are ears right? o_o)
But, You certainly did a great job!

Ah. That classic pose where a robot inevitably points his gun at the helpless victim. I like the picture a lot but I'm not familiar with the Network series. The background looks like it needs more work but I know how it is with backgrounds. It's a pain to do and I struggle with it too.

The right eye is jus' a little lower than the left, that's why it looks off.
As for the "charging", try some transparent purple circles that swirl inward towards the barrel of his buster, or maybe some blurry purple lines that kind spiral around it, that way it looks like he's taking in, or "charging", energy.
Other than some constructive and/or helpful comments, I think it came out well enough, given his cape looks lovely compared to what I can do.

No tools needed if you know how to work MS Paint. And the suggested circles and blurr effect shouldn't be too hard. *nods* I could do it between MS Paint and PSP7 with some effort. It jus' takes time to know what-all your drawing programs are capable of, and how you can manipulate them.
