This is definitely a Blissey card worth using. I'd rather use it than some of the actual Blissey cards.

I'm not so sure about the grammar in the Body, I would have put it as "As long as Blissey is in play, no Pokémon in play (yours or your opponent's) can be affected by Special Conditions." - just sounds a little more Pokémon-ey.
The rest of the card seems fine though
