I believe you mean transmetal 2, since both modes look robotic.

Well depends. Depthcharge was a TM 1 and both modes were robotic. And TM2 Cheetor had organic parts on him. So theres really no way to say which should have organic parts and which should have robotic parts. I think at some point the designers just gave up trying to say what was what with TM.
