I'm not too good at tutorials but I use Sai and i am obsessed with using the luminosity layers and airbushy tools or watercolour, I also try to not be afraid to have contrast and to not make every little thing blend into eachother or it will just look fuzzy. I just kinda make cloud blotches and then erase bits.
Don't worry, it's my new everything X) I'm in the stare at it until I hate it phase
