It's fine also if you don't mind me asking but how do you rotate the characters heads slightly? I've tried to on paint.net but they always seem to turn out blurry ^ ^"

You need to put the layers normally on the canvas (ex. head, arm, etc; preferably on 100x100) and then go to Image -> Resize...
A window should pop up saying Resize. Look at Pixel size at the middle and resize it to how large you want to make it. The larger the image, the less blurry it'll be when you rotate the layer.
If you want it to still look pixel/sharp, look at Resampling above Pixel size and choose "Nearest neighbor". If you want it to look like the ones from my Icon batch, choose the other options (I usually just use Best Quality).
After you resized it just rotate the layer normally and it shouldn't look blurry. Hopefully this helps ^^
