I'm going to be honest with you and say that all the issues you brought up aren't issues at all. In the style that you have drawn those characteristics aren't issues. The ratio is correct, I like the light hair as is, the horns have been done in great detail. I would make a copy of it, use a medium to transfer the image alone to a watercolor paper and lay some water color very sloppily to the image

I think it you should just go ahead and continue the neck and then see if that leads you anywhere. I like the hair as is, quite honestly great job
